Portland City Manager Nominates New Health and Human Services Director from International NGO

Portland City Manager Danielle West has nominated a member of an international humanitarian non-governmental organization (NGO) to serve as the next director of the city’s Health and Human Services (HHS) department.

The city’s HHS Director position has been vacant since the resignation of Kristen Dow in December.

The City Council is slated to vote on the appointment of Maggie McLoughlin, director of programs for the NGO Mercy Corps in Abuja, Nigeria, at their next meeting on Monday, July 15.

McLoughlin has held senior management positions at Mercy Corps since 2014, overseeing humanitarian aid operations in Africa and Asia, including in Nigeria, the Democratic Republic of the Congo, Timor-Leste and Uganda.

McLoughlin holds a Master of Public Health degree from George Washington University (D.C.), and a BFA in Communications Design & American Culture Studies from Washington University in St. Louis (Miss.).

If her appointment is approved by the City Council, McLoughlin’s first day will be August 19, 2024, and she will earn a starting salary of $150,282.

Portland’s HHS Department oversees the city’s public health, social services and elder services divisions, as well as operating the Barron Center, the city’s long-term nursing and rehab facility.

City Manager West also recommended Kevin Kraft for appointment as the city’s next Director of the city’s Planning & Urban Development Department.

Kraft has served as the deputy director of Portland’s Planning & Urban Development Department since 2020, and as interim director of the department since April of this year.

“These individuals were each selected following national recruitments and robust selection processes that included multiple interview rounds, consideration of feedback from department staff and community partners,” West said Thursday. “I look forward to them joining our team of dedicated public servants who work hard to ensure Portland remains a great place to live, work, and play.”

    Oh great, another unelected beureact , and from a CORPOTATE BIGBUSINESS THST MORE THAN LIKELY is involved in illegal immigration, funded by our money! Good going portland! Just one more reason for the rest of mainers to stay the heck out of portland and spend our dollars somewhere else! They just keep screwing the people in portland and they just keep taking it. How’s your taxes down there ???
