The Windham Police Department arrested an alleged fugitive on Monday after he reportedly fled from officers who tried to initiate a traffic stop because they suspected he was operating under the influence.

At around 6:00 p.m. on Monday, Windham police officers signaled a vehicle whose driver they believed was being operated under the influence to pull over.
The driver, Steven Goodine, 60, of Gorham, allegedly refused to comply and fled from the police.
The brief pursuit came to a stop at the intersection of Tandberg Trail and Gray Road, and police took two people into custody in connection with the incident.
Police initially declined to release the names of the suspects.
The incident led the Town of Windham to issue a shelter-in-place order, citing an occurrence at 388 Tandberg Trail.
Though police cited a “brief pursuit” beginning at 6:00 p.m. and did not indicate in their release that they had any difficulty taking the suspects into custody, the shelter-in-place order remained in effect until at least 8:23 p.m., according to the town’s Facebook page.
The Windham Police Department issued its press release around 11:00 p.m. on Monday and published a second post about the incident on Tuesday morning. Instead of providing additional information, the post simply linked to the initial press release.
The Maine Wire reached out to the Windham Police Department, requesting more information on the incident and asking why the department refused to name the suspects.
They did not respond to the initial email, but in response to a Freedom of Access Act (FOAA) request, they released the name of the driver and clarified that only Goodine was charged, while the other suspect was released after police determined that there was no cause to charge him with a crime.
According to police, Goodine faces charges of eluding an officer, violating conditions of release, and refusing to submit to arrest. He was also arrested on several outstanding warrants.
A 2012 report shows that Goodine was previously arrested on charges of aggravated forgery, theft, and refusing to submit to arrest.
