President Joe Biden commuted the sentences of 37 out of the 40 federal death row inmates in the U.S. on Sunday, including convicted rapists and child murderers.
The action by Biden means that some of America’s most heinous criminal offenders will be spared the death penalty.

Biden said the decision to grant leniency to the rapists and murderers was aimed specifically at preventing them from being executed under President-elect Donald Trump’s upcoming administration.
“Guided by my conscience and my experience as a public defender, chairman of the Senate Judiciary Committee, Vice President, and now President, I am more convinced than ever that we must stop the use of the death penalty at the federal level. In good conscience, I cannot stand back and let a new administration resume executions that I halted,” said President Biden.
The lame-duck president has liberally used his presidential pardon powers, pardoning his son, Hunter Biden, for federal gun convictions and any other crimes he may or may not have committed.
He also granted clemency to 1,500 criminals earlier this month, the largest number ever granted clemency on a single day.
The 37 prisoners with commuted sentences will be taken off death row and forced to serve life sentences without the possibility of parole.
While Biden claimed that his conscience impelled him to commute most of the death row inmates, he still considered the death penalty just in cases of “terrorism and hate-motivated mass murder.”
All three unfortunate murderers left out of Biden’s commutations were convicted in high-profile mass murder and terrorist attacks.
Dzhokhar Tsarnaev (31), a Russian-born Chechen Muslim responsible for the 2013 Boston Marathon Bombing, has been on death row since his sentencing in 2015 and will remain there.
Likewise, Dylann Roof (30), responsible for a 2015 racially motivated mass shooting at a Black church in South Carolina, still faces execution.
Finally, Robert Bowers (46), who attacked the Tree of Life Synagogue in Pennsylvania and murdered 11 people, was exempt from the mass commutation.
While Biden admits that some crimes are so heinous that they warrant execution, he decided that the crimes of the rest of the death row inmates were not severe enough to deserve that penalty.
Here are some of the convicted criminals Biden believes aren’t evil enough to deserve death.
- Brandon Basham (42), escaped prison in 2002 where he was serving time for sexually abusing a child under the age of 12. After his escape, he kidnapped and murdered a woman before being recaptured and sentenced to death.
- Jurijus Kadamovas (58) a Soviet born serial killer who kidnapped and murdered five people along with Louri Mikhel, also on death row before Biden commuted his sentence. Their victims included a pregnant woman.
- Ricardo Sanchez, Jr. (40) and Daniel Troya (41), convicted of murdering a young married couple along with their two four and five-year-old sons.
- Thomas Sanders (57) kidnapped and murdered a 12-year-old girl, after murdering her mother, whom he was dating at the time.
- Kaboni Savage (49), a drug dealer who ordered the firebombing of a house containing a federal witness, thereby killing six people, including four children.
According to Biden’s conscience, none of these crimes are severe enough to warrant the death penalty.
