USAID Cuts Will Hit Maine NGO That Pays CEO $426k Per Year

The Trump Administration’s rapid moves to impose fiscal restraint on the sprawling federal bureaucracy will hit at least one governmental organization in Maine: Medical Care Development, a 501(c)3 group that pulled in $37 million in 2023.

Medical Care Development, which operates as “MCD Global Health,” is a Hallowell-based nonprofit that claims to employee 195 people, according to its 2023 Form 990 tax filing.

According to tax documents, MCD Global Health worked on USAID-funded malaria control programs in Mozambique, Niger, and Uganda under USAID agreements, as well as cervical cancer screening in Equatorial Guinea, funded by a corporate donor.

MCD also operated a separate USAID-funded program for maternal and child mental health in Benin.

Additionally, the organizations work on HIV/AIDS programs for military personnel in Gabon and São Tomé and Príncipe, programs funded by the U.S. Department of Defense under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

The organization’s CEO, Christopher Schwabe, earned $346,691 plus an additional $80,302 in benefits in 2023.

Heather Metten, the director of finance, earned $160,134 plus $65,778 in benefits, while

Director of International Programs Josea Ratsirarson earned $188,441 plus $67,790 in benefits.

According to the tax documents, MCD partnered with several vendors for lucrative poblic health contracts, including Family Health International (USA) ($536,366), Swiss Tropical & Public Health Institute ($291,257), and University System of New Hampshire ($206,829).

The nonprofit also received a Payroll Protection Program (PPP) loan for $1,102,863, which allowed it to save just 70 jobs, rather than 195 employees it reported in its 2023 tax filing.

I retired to my ski house and while riding the chair 2 days ago I recited about 20 of the hoaxes perpetrated by the lying left liberal media. I also scathingly added that this scandal will hopefully put those rags permanently out of business. I also said perhaps the Epstein client lust will be revealed next and put an end to child sex trafficking. My captive audience grew silent after challenging me. Ha, take that left*ards!
