The Brewer Police Department arrested two people in a public park on Tuesday after they were allegedly discovered with drugs who apparently had custody of a five-year-old child at the time.

Officer Paul Hacker was conducting a routine patrol of Brewer’s parks around 11:27 p.m. when he noticed a suspicious parked vehicle at the Indian Trail Park which officially closed a half-hour after sunset.
Hacker approached the vehicle and made contact with occupants, Richard Newell, 48, of Old Town, Amanda Brothers, 42, of Old Town, and a five-year-old child. Though the police press release did not specify whether either of the car’s occupants was the child’s parent, neither was charged with kidnapping, suggesting that at least one of them had legal custody.
Sgt. Scott Jones and Cpl. Chris Woodman arrived to assist Hacker. The officers reportedly discovered cocaine base in the vehicle, and allegedly saw Brothers trying to conceal drug paraphernalia in the child’s car seat.
Officers arrested Brothers and Newell, and transported them to the Penobscot County Jail. The child was unharmed and transferred to Department of Health and Human Services (DHHS) custody.
Brothers faces charges for Unlawful Possession of Schedule W Drugs, Endangering the Welfare of a Child, and Falsifying Physical Evidence.
