Rockland Man Arrested for Vandalism on Monday Was Free Despite Multiple Recent Felony Charges

The Rockland Police Department arrested a man for an alleged vandalism spree on Monday, who was free to commit his crimes despite a lengthy rap-sheet, including a recent felony arrest for a similar spree.

Officers took the 39-year-old Devon McMahan of Rockland into custody in connection with a recent string of vandalism incidents on Monday and on July 14 which involved damage to several vehicles.

McMahan has a history of similar behavior, and was out on three separate sets of bail at the time of his arrest, which he reportedly violated through his most recent alleged crime spree.

He was out on one set of conditions after a March arrest when he was charged with felony aggravated criminal mischief in connection with a spree of 11 vandalism incidents against cars and homes in Rockland’s South end over a short period of time, causing over $5,000 in damages.

At the time of that incident, the Rockland Police Department cited a severe mental health crisis as a likely cause. By then, he was already out on bail for an alleged unprovoked assault on a police officer.

Despite his bail violation, and alleged mental-health crisis inspired vandalism spree, McMahan was given yet more bail conditions that he could violate, and was free to carry out this month’s alleged spree.

His criminal history goes back even further than his alleged assault on a police officer. In 2017, he was arrested for criminal trespass, refusing to submit to arrest, and possession of scheduled drugs.

His most recent arrest adds several more counts of criminal mischief and another count of violating conditions of release to his growing list of criminal charges. Given the apparent reluctance of Rockland authorities to keep McMahan imprisoned, despite his clear pattern of alleged bail violations and vandalism, it is uncertain whether he will face consequences for his crimes, or simply be released once again.
