The Hallowell Police Department arrested a registered sex offender on Friday night for kidnapping after his alleged victim signaled to police that she was in need of assistance.

A Hallowell officer was on patrol shortly before 9:00 p.m. when he spotted an SUV parked in the Vaughan Woods parking lot.
The officer spotted Scott Palmer, 51, in the vehicle with a female passenger.
The officer reportedly saw the passenger turn toward him and mouth a plea for help multiple times without speaking aloud.
He responded by ordering both people out of the vehicle.
The woman allegedly told the officer that she had been held in the vehicle and driven around the town against her will while Palmer attempted to get her to go with him into the woods to have sex.
Palmer was already on probation following a gross sexual assault conviction at the time, police said.
He was arrested and charged with kidnapping, criminal restraint, and assault, and transported to the Kennebec County Correctional Facility, where he was issued $100,000 bail.
Instead of posting a press release on the incident, the Hallowell Police Department spoke with WGME and reposted its article on the department’s Facebook page.

Palmer currently appears as a lifetime sex offender registrant, following a conviction for attempted rape in Nevada. According to his registration, he currently lives in Augusta.
