U.S. intelligence agencies believe that Russian President Vladimir Putin did not order the assassination of Russian opposition politician Alexei Navalny, according to a report from the Wall Street Journal (WSJ).

After speaking to anonymous sources working in intelligence, the journal discovered a consensus among agencies, including the Central Intelligence Agency (CIA) which believes that Putin did not order the death of Navalny.
According to the WSJ, the intelligence agencies came to their consensus with a combination of classified and public information.
They believe that Putin would not have had Navalny assassinated, because his death overshadowed the president’s victory during the country’s March election.
The WSJ report angered allies of Navalny, who have used his death as ammunition to criticize Putin as a brutal dictator.
U.S. intelligence agencies “clearly do not understand anything about how modern day Russia runs,” said Navalny ally Leonid Volkov in comments provided to the WSJ.
“The idea of Putin being not informed and not approving killing Navalny is ridiculous,” said Volkov.
Navalny, who was serving a 19-year sentence for “extremism” in a maximum security Siberian prison in the arctic circle, was pronounced dead after allegedly collapsing after a walk outside, and emergency services were unable to revive him.
Following Navalny’s death, Western leaders were quick to accuse Putin of assassinating the politician, despite the Russian president’s calls for the West to wait for evidence before making a judgment.
President Joe Biden quickly blamed Putin, and called for increased funding for Ukraine.
Biden also used the death as an excuse to impose new sanctions on Russia.

“Today, I am announcing more than 500 new sanctions against Russia for its ongoing war of conquest on Ukraine and for the death of Aleksey Navalny, who was a courageous anti-corruption activist and Putin’s fiercest opposition leader,” said Biden.
Although the WSJ continued to blame Putin indirectly for Navalny’s death, because he was imprisoned by the Putin regime, their findings served to confirm Putin’s assertions that he did not order the death of his opponent.
The new report also lines up with a statement from Kyrylo Budanov, chief of Ukraine’s Main Directorate of Intelligence (HUR), in February.

Budanov claimed that, contrary to the Western narrative, Navalny died of natural causes, most likely a blood clot, and was not murdered.
