The U.S. Isn’t the Only Western Country Plagued by Illegal Chinese Marijuana Grows

An April report from the Irish media outlet Sunday World showed that the United States is not the only Western nation to become home to illegal marijuana grow sites operated by Chinese transnational criminal organizations.

According to the news outlet, the situation was revealed to the public after Ireland’s Criminal Assets Bureau took a case against two Chinese nationals who were linked to at least four illegal marijuana grow sites.

The largest grow site linked to the Chinese nationals, Yan Yan Fan and Guang Yin Wang, was busted by police over a decade ago in 2012.

That site was in Dublin, and police discovered 1,490 plants, which were, according to Sunday World, worth over โ‚ฌ1 million.

Yan Yan Fan was found to hold the lease to the building used for the operation, but claimed ignorance of all criminal activities, and was not prosecuted, despite authorities linking her to another, similar site.

At that site, in Kilrush, police arrested Jia Zhong Zu, who was found using a cell phone with a number previously used by Fan.

Zu was later arrested again at another site where police found โ‚ฌ698,896 worth of illegal marijuana.

Most recently, the same gang was linked to a 2021 bust, also in Dublin, where police discovered โ‚ฌ400,000 worth of marijuana and arrested Wang.

According to Sunday World, the gang was using the ‘Daigou’ system a Chinese word meaning “surrogate shopping” in which people inside China are sent products, both legal and illegal, from people operating outside the communist nation.

Court records show that the gang forced people to work inside the grow facilities to pay off debts, and show that, in at least one case, they attempted to kidnap other Chinese nationals in Ireland.

In 2013 Zu was pursued by authorities after seriously injuring another Chinese national while trying to abduct him.

Zu ultimately escaped after Wang intentionally obstructed law enforcement.

Currently, Wang is in prison, after he did not contest his involvement in the criminal enterprise, while legal proceedings against Fan are ongoing.

Fan has continued to maintain her innocence, but Criminal Assets Bureau Chief Michael Gubbins has called her “a significant member of an Organized Crime Group which primarily involved in the cultivation and supply of cannabis on a wholesale basis.”

It is unclear if, like Maine, Ireland has a significant number of other Chinese grow sites waiting to be discovered.
