New England’s Top Taxpayer-Funded Abortion Clinic Operator Projects $8.6 Million Deficit Over Next Three Years

Northern New England top abortion clinic operator — which covers Maine, New Hampshire and Vermont — is projecting an $8.6 million deficit over the next three years, reportedly as a result of increased demand and reduced revenue.

In a press release published Thursday, Planned Parenthood of Northern New England said that they “could be forced to change how and where it offers services” as a result of this budgetary shortfall.

Public filings for the most recent fiscal year showed that overall incoming revenue for the group decreased slightly from $31.8 million in FY22 to $31.7 million in FY23. During this same period, however, total expenses rose from $29.4 million in FY22 to $30.9 million in FY23.

The spokespeople for the organization went on to cite “a significantly broken health care system and endless political attacks” as the “main drivers” of their financial difficulties.

They also named “COVID-19, inflation, insufficient reimbursement rates, and increased demand for free and discounted care” as contributing to their current and projected financial situation.

According to numbers provided by Planned Parenthood, the group saw 8,388 patients — 58 percent of whom were low income — in the past fiscal year for a total of 11,355 visits.

According to the abortion providers tax filings, most recent publicly available Form 990 tax filings, at least ten employees with the organization made more than $100,000 in 2022.

Interim CEO Nicole Clegg made $258,103 from PPNNE and its affiliates that year, while Yvonne N. Lockerby, the “Past VP Centralized Ops/Interim CEO” made $233,424, and Kai S. Williams, “Past VP Health Center Op/Interim CEO,” pulled in $216,278.

Planned Parenthood of Northern New England also invoked the Supreme Court’s 2022 ruling in the case of Dobbs v. Jackson Women’s Health Organization that served to repeal the nearly fifty-year-old precedent set by their ruling in Roe v. Wade, sending the issue of abortion back to the states.

The group said in their Thursday press release that since that decision came down, centers operated by Planned Parenthood of Northern New England have collectively “served 7,800 abortion patients from 32 states plus D.C.”

“Without us, the most vulnerable people in our communities could face catastrophic health outcomes, including unplanned pregnancies and worsening pregnancy outcomes, higher rates of sexually transmitted infections and HIV, and increased rates of cervical and breast cancers,” said Nicole Clegg, Interim CEO of Planned Parenthood of Northern New England.

“The patients who stand to lose the most include those who: have low incomes, people of color, young people, people without a dedicated primary care physician, uninsured or underinsured people, those living in rural or medically underserved communities, and women, LGBTQ+ people, and people from out of state seeking essential medical care from where abortion or gender-affirming care is banned,” Clegg continued.

Clegg closed her remarks by asking elected officials in the region “to not only address…health care system failures,” but also to “adequately fund [Planned Parenthood of Northern New England] so that [they] can continue to provide affordable family planning and abortion services.”

Ben Goodman, a spokesperson for Gov. Janet Mills (D) told the Portland Press Herald in a statement that “the governor strongly supports family planning services for Maine people, and she is very interested in working closely with lawmakers during the next legislative session to ensure the continued delivery of these crucial services.”

According to Planned Parenthood of Northern New England’s 990 filing for 2022, the group brought in a net revenue of $32.5 million.

That includes $5.4 million in government grants, more than $3 million in “federal and state funds,” and another $12 million in non-government grants.

Patient services accounted for $10 million in 2022, according to the organizations tax filing.

Operating expenses totaled nearly $31 million, 43.4 percent of which is accounted for salaries and wages, not including executive compensation.

The full filing shows that while contribution and grant revenue were up by about $300,000 compared to last year, program service revenue had dropped by nearly $600,000.

Combined with the nearly three-fold increase in investment income, the group’s overall revenue for FY23 decreased by about $35,000 in comparison to FY22.

During this same period, expenses increased by about $1.44 million, primarily as a result of unnamed “other expenses.” Salaries, other compensation, and employee benefits dropped by just over $98,000.

Planned Parenthood doesn’t just provide abortions and contraceptives. Per the nonprofits website and tax-filings, it also provides cross-sex hormones and puberty blockers to minors.

Second Gentleman Doug Emhoff, the husband of Vice President Kamala Harris (D), visited a Planned Parenthood location in Portland earlier this month as part of her nascent campaign as the presumptive 2024 Democratic presidential nominee.

During his visit, Second Gentleman Emhoof took part in a round table discussion with representatives from Planned Parenthood that centered on the topic of abortion access both nationwide and in Maine.

In Maine’s most recent gubernatorial election, abortion loomed large as a hot-button political issue, and the 131st Legislature was dominated by Gov. Mills and Democratic lawmakers’ push to approve one of the nation’s least restrictive abortion laws, significantly expanding access to late-term abortion in Maine.

Lawmakers in the 131st Legislature also considered an amendment to the state’s constitution that would have enshrined a right to “reproductive autonomy,” a phrase typically understood to encompass abortion and other related services.

This resolution failed, however, to gain the requisite two-thirds support necessary to go before voters for final ratification at the ballot box.
