U.S. Immigration and Customs Enforcement (ICE) have taken a total of 12 suspected illegal aliens into federal custody at the Cumberland County Jail just this week, according to the facility’s booking records.

A dozen inmates at the jail taken into custody since Sunday, Feb. 9 have a judicial status that indicates they are in the custody of ICE or have an immigration detainer lodged against them. This represents an apparent increase in the pace of arrests compared to the period prior to U.S. President Donald Trump’s inauguration three weeks ago.
Immigration detainers are used by ICE against suspected illegal aliens who have been arrested on criminal charges and who the agency has probable cause to believe are deportable from the U.S.
The inmates taken into custody by ICE this week were (pictured below in order top-to-bottom, left-to-right):
- Edwin De Leon-Urizar, 32, no country of origin given, arrested Feb. 9;
- Christian Lima-Lopez, 25, residence listed as Biddeford, arrested Feb. 10;
- Gabriel Luganga, 25, residence listed as Portland, arrested Feb. 10;
- Juan Maya-Correa, 29, a Colombian national, arrested Feb. 10;
- Marco Cumbe-Vallejo, 31, residence listed as Portland, arrested Feb. 11 for obstructing justice;
- Sulady Parra Rivera, 25, no country of origin given, arrested Feb. 11;
- Jose Sandoval, 52, no country of origin given, arrested Feb. 11;
- Christopher Medina Ochoa, 22, no country of origin given, arrested Feb. 12;
- Shirlley Ramos Gonzalez, 23, no country of origin given, arrested Feb. 12;
- Mateo Llerana Umatambo, 23, no country of origin given, arrested Feb. 12;
- Walter Marin Leon, 41, no country of origin given, arrested Feb. 12;
- Yamile Grajales-Lopez, 49, no country of origin given, arrested Feb. 12;












Aside from 31-year-old Marco Cumbe-Vallejo, whose booking records indicate he was arrested for obstructing justice, no criminal charges are listed for the remaining 11 inmates except noting that the arrest was an “agency assist” and that they are in ICE custody.

The judicial status of “INS” for all 12 inmates means that they are in ongoing removal or other immigration proceedings, or are subject to an ICE immigration detainer.
The Maine Wire previously reported in August that ICE had designated Cumberland County Jail as being in “limited cooperation” with ICE and immigration detainers.
Cumberland County Sheriff Kevin Joyce has stated that while it has been his policy not to comply with ICE detainers since 2017, the jail regularly holds inmates of ICE. The jail administration requires that ICE agents come to the facility to arrest the inmate themselves in order to ensure the agency has probable cause for taking that inmate into custody.
