A service provider for the state’s Office of MaineCare Services left several expletive-ridden voicemails for a Republican state senator early Friday morning after he voted against the Maine Democrats’ $120 million MaineCare bailout plan on Thursday.
On Thursday afternoon, the emergency spending bill sponsored by Rep. Drew Gattine (D-Westbrook) on behalf of the governor meant to address the $118 MaineCare funding gap failed to secure two-thirds support within the Senate.
The Senate’s Assistant Minority Leader Matt Harrington (R-York) said multiple times during the Thursday legislative debate that Republican lawmakers were willing to remain in the chamber and work out a compromise deal that could reach the two-thirds threshold, but that they would not agree to pass a budget without concession from Democrats to “fix the underlying problem.”
The voicemails, recordings of which were obtained by The Maine Wire, were left for Sen. Harrington by Lisa Tuttle, a program director with the Maine Maternal Opioid Misuse (MaineMOM) initiative, a provider within the state Office of MaineCare Services.
MaineMOM is 100 percent funded by the federal Centers for Medicare and Medicaid Services under the U.S. Department of Health and Human Services.
Tuttle has appeared in videos uploaded to the MaineCare Services Youtube channel as recently as Feb. 25.
In her voicemails, which were recorded in the early hours of Friday morning, Tuttle called Harrington a “filthy idiot” and “disgusting” for voting against the Democrats’ MaineCare bailout, and claimed that he was “going to kill somebody’s grandmother” by voting against the bill.
Tuttle also railed against “filthy f—ing a–hole Republicans” in general, who she said are destroying Maine — a state where Democrats hold majorities in both chambers of the legislature as well as the governorship — as they are doing to the country at large, she asserted.
“You’re gonna kill somebody’s grandmother, some poor old soul Downeast, who can’t get to f—ing Bangor because all the local places are shut down, you filthy Republicans,” Tuttle said in one voicemail.
“I don’t know if you think is ‘owning the libs,’ but you just want to hurt people, like you’re hurting our people, you’re hurting our grandparents, you filthy idiot,” Tuttle said.
“Why do you have to hurt people constantly, you Republicans? It’s like your mission statement to just hurt people,” she said in another voicemail.
“It’s gonna kill people — and you, you probably love that — but you know what? The rest of us don’t. Stop hurting Maine people,” she said.

“Hi, I’m a Maine resident, I think you’re the same person that was quoted in the paper so proud that you’re shutting down Maine Hospitals.
I just wanted to say that you Republicans are not correct. The people don’t like you. We don’t want to lose our healthcare, we don’t want our hospitals to shut down ’cause you filthy f—ing a–hole Republicans have to destroy Maine like you’re destroying the country.
Look at the stock market, what you’re doing to our country, you’re hurting old, vulnerable people, you’re hurting young people, you’re just filthy, disgusting people.
So don’t shut down our hospitals, just pass the budget.
Why do you have to hurt people constantly, you Republicans? It’s like your mission statement to just hurt people.

In 2023, the Ds passed the current biennial budget on a straight party line vote. This is 100% the Ds budget and they have spent more than they budgeted. Now the Ds want MORE money to cover their irresponsible spending! What is the point of a budget if you can over spend and then just come and get more money from the legislature? Mainecare is now only for the never will get a job and work fake refugees. My son and all his friends who own their own businesses all were denied mainecare even though they don’t earn enough money to qualify for Obamacare. This mainecare is not for us Mainers but for foreigners who are useless and who never paid a dime for any of these programs.
How much of this shortfall was spent on illegals? I keep hearing that they are not legally entitled to the benefit but receiving it, especially in New York and California. If that it is correct, I find it unimaginable that the current Augusta clown car would not have followed suit.

The root problem is not political. It centers of the efficiency with which the program was conceived and is administered. As an auditor, I suspect there are many efficiencies that could be developed and applied that would result in better services at a lower cost. I assume that is the result we want – better services as affordable costs.
