A Portland sex offender, Steven Ricci, 61, is set to be released at the end of June despite what the Portland Police Department described as a “high risk to re-offend,” following a lengthy history of sex crimes, many targeting children.
Ricci, who has an extensive history of indecent conduct, is set for release on June 29. The Portland Police warned that Ricci will not be required to appear on the sex offender registry but said that the likelihood of his re-offending warrants a public notice.
Immediately following his release, Ricci will be on probation. He is required to wear a GPS ankle monitor and will have a curfew imposed, preventing him from being out before 6:00 a.m. or after 8:30 p.m.
He will be staying in the Nason’s Corner neighborhood of Portland.
Ricci has a lengthy history of sexual crimes. In 2006, he attempted to lure a teenage girl to his car for sex. In 2011, he was charged with exposing himself to a woman in a Portland park. In 2013, he was arrested again for sexually assaulting a nurse while he was receiving treatment.
Once again, in 2015, Ricci was arrested at his home after he threatened the Portland Police Behavioral Health Coordinator and a mental health liaison with a knife, after using the knife to cut off his ankle monitor.
He faced two arrests in 2023. The first was in May when he stood nude on his porch during heavy traffic. For that incident, he was charged with visual sexual aggression against a child under 14 and indecent conduct.
In September of the same year, he violated his bail conditions by talking to a young child at a Westbrook business.
He has been diagnosed with an unspecified mental illness, and despite his decades-long history of repeated crimes, he continues to receive lenient sentences that allow him to return to the community and re-offend.
