A Somali immigrant living in Auburn who founded a translation service business tied to a home health operation billing millions to MaineCare and facing federal investigation pleaded guilty to tax fraud on Wednesday after filing a false tax return.
Rakiya Mohamed, 30, of Auburn, pleaded guilty to one count of filing a false tax return and one count of interfering with the administration of federal tax laws.
According to the U.S. Attorney’s Office for the District of Maine, Mohamed falsified her 2018-2019 tax returns by claiming income and expenses from her interpreter business, Reliable Language Resources, as personal income and expenses.
She also reported falsified expenses for labor contracts and office expenses.
The IRS audited Mohamed’s returns, and he committed additional fraud by falsifying business records in an attempt to deceive the auditors.
Following her guilty plea, Mohamed faces a maximum sentence of three years in prison, followed by one year of supervised release, and a maximum fine of $250,000.
Bright Future Healthier You
Reliable Language Resources, which has its head office in a complex at 95 Park Street, 412, Lewiston, has close ties—even family ties—with Bright Future Healthier You (BFHY), located at the same address.
BFHY, operated by Abdihamid Hassan, received a staggering $15,584,374 in MaineCare funds from 2019 to 2024, according to Medicaid payment records obtained by The Maine Wire.
According to the Maine Monitor, BFHY was the largest biller of MaineCare for interpreter services in the state over the past 10 years, even exceeding the infamous Gateway Community Services.
Federal prosecutors reportedly alleged that BFHY hired Reliable Language Services and another translation business, Momo Interpreters, and that all three committed tax fraud by claiming interpreters were paid for services billed to Medicaid that never took place.
That prosecution, which ultimately led to Mohamed’s guilty plea, also targeted Abdifitah Abdi, the operator of Momo Interpreters, and Asmo Dol, an employee of BFHY who has since passed away.
WMTW reported in January that Mohamed is Dol’s daughter.
It does not appear that BFHY was prevented from billing MaineCare for services as Gateway was when it came under investigation.
Despite BFHY’s implication in a fraud investigation, licensing records show that a desk review in January found no deficiencies. A February “full agency survey” found that the organization failed to include records of treatments allegedly given to clients.
Licensing inspectors then accepted a plan of correction days later, but that plan is not publicly available on the licensing website, though plans of correction typically are.

Reliable Language Resources Details
According to Reliable Language Resources’ sparse website, Mohamed established the business in 2018 after moving to the United States from Somalia at the age of six.
“Our founder came to America at the age of 6, where she learned the English language in school, while still honoring her first language, Somali at home. Speaking multiple languages from a young age strengthened Rakiya’s commitment to service and community,” says the website.
The business claims to be able to translate communications or provide an interpreter from English into a “preferred other language,” without specifying which languages they can and cannot work with.
The Maine Wire reached out to the business via the number listed on their website, attempting to request a comment on their founder’s crimes, but no one answered, and the number did not accept voicemails.
Though the website maintains that Mohamed is their executive director, business records list an Ahmed Mohamed as Reliable Language Resources’ registered agent.
Ahmed Mohamed listed his address on business records as a P.O. Box and also serves as the agent for Inspire Health Services, Complete Assistance LLC, an inactive Hodan Global Money Services money transfer station, and other active and inactive businesses.
Business records from OpenCorporates place the business’s registered address as 95 Hampshire Street, Auburn, its head office address as 95 Park Street, Suite 412, Lewiston, and its mailing address at a Lewiston P.O. box.
The Auburn address is the site of the Webster School Apartments, a subsidized low-income housing complex.
The Lewiston address houses numerous businesses, in addition to Reliable Language Resources and BFHY, including Living with Peace International, a nonprofit operated by Djima Ainan dedicated to helping “asylum seekers.”
Ainan also serves as the registered agent for Caring Home Care, a homecare business that received $1,896,399 in Medicaid funds from 2019 to 2024.
According to state licensing records, Caring Home Care failed an August 2025 “on-site” inspection after it failed to complete background checks for its employees.
On October 10, inspectors accepted a plan of correction from the organization, claiming that Caring Home Care had since completed background checks and would continue to do so going forward.
