A homeless man from Oregon allegedly entered a woman’s car in Brewer on Monday while rubbing his genitals over his clothes and refusing to leave despite the victim’s protests.

The Brewer Police Department responded to the Brewer Shopping Center for a report of a man entering a vehicle occupied by a woman.
The suspect reportedly rubbed his genitals and grabbed the woman’s arm while demanding that she assist in his self-stimulation.
She demanded that he leave and shouted at him, but he reportedly initially refused.
The man reportedly left the car moments before police arrived.
Officers spoke to the victim, who was visibly upset. She pointed to the suspect, who was standing near a store.
Police identified the man as Devin Anderson, 35, a homeless man originally from Oregon.
He was arrested and charged with assault, criminal trespass, and two counts of violation of conditions of release.
He was also held on probation revocation.
Jail records from the Penobscot County Jail show that he was also arrested on an outstanding arrest warrant on Wednesday while already in custody.
Anderson was previously arrested in April when he allegedly assaulted a woman in broad daylight in Bangor as she was walking away from a downtown restaurant.
He was also arrested in May 2025 after he allegedly slammed a Bangor police officer’s head against the ground, causing a concussion that required the officer to be hospitalized.
