There’s a bill slithering through Augusta that reveals — unintentionally — why Gov. Janet Mills and her cabinet of Democrat Party loyalists have allowed Maine’s procurement process to become an unsupervised, non-competitive, non-transparent free-for-all.
In case you’ve missed it, State Auditor Matt Dunlap has revealed in his 2024 audit report that Maine’s procurement process—that is, the way the executive branch spends your tax dollars—is rife with material weaknesses and significant deficiencies. These weaknesses and deficiencies leave Maine taxpayers vulnerable to government waste, fraud, abuse, and even raw corruption. While it’s tempting to view the glaring problems Auditor Dunlap has revealed as the result of incompetence, LD 1494 suggests that the lack of controls around no-bid spending was not accidental but intentional.
The green grift bill in question would open up the spigot of taxpayer cash and let it flow like a firehose into the coffers of the green energy lobby. And it would accomplish this by ruthlessly exploiting the very no-bid contract process at the center of the current controversy surrounding $2.1 billion in FY2024 spending. LD 1494 is a “resolve” from Rep. Vicki Doudera (D-Camden), and it will have the power of law if passed. It would bring no bid contracts into the green non-profit and green energy sector as part of the USAID-style scheme Mills outlined in the ‘Maine Can’t Wait Climate Action Plan’.
Simply put, LD 1494 lead to more money leaving Mainers’ bank accounts and flowing to non-governmental organizations (NGOs) — the same NGOs that just happen to back Democratic candidates financially and politically.
To give you a glimpse into her worldview, Rep. Doudera is usually busy in Augusta ignoring the Maine State Constitution and Bill of Rights to grab citizen’s firearms through the force of government. Doudera also sits as the House Chair of the Environment and Natural Resources Committee. In that committee, every creature from the Green Swamp wriggles out to beg for tax dollars and advocate for more state regulations to increase their power and control of market share. In Maine clean hydropower is capped, clean nuclear energy is a dirty word, and only “Green Energy” is encouraged by the Democrat-controlled government.
The relationship between subsidized solar developers, industrial wind power firms, and legislative Democrats is symbiotic in nature, but parasitic on tax- and rate-payers. While Democrat campaigns for office are almost entirely funded by the taxpayers via the Maine Clean Elections Act. On top of that the solar and wind lobbies, the left-wing NGO’s and the green astroturf groups still burn large amounts of cash on Independent Expenditures every campaign cycle. This campaign spending comes on top of the tax-funded MCEA money given to candidates to run their campaigns. These “IE’s”, as they’re known, take the form mailers, digital ads, radio ads or even television ads to support or oppose certain candidates.
Dumping even more tax money in the form of no-bid contracts to a new “climate change” business sector would lead to more of the abuses uncovered by the Maine Wire after review of Dunlap’s most recent audit. New bloated no-bid state contracts would allow infusions of cash into Green NGOs to offset operating expenses. This offset would allow more of the organization’s cash flow to be put toward political independent expenditures. The intent of LD 1494 is for the state to codify the no-bid contract procurement process to benefit their Green friends and supporters. It’s designed to be a mutually beneficial arrangement for Green sector swamp creatures under the dome and legislative Democrats on the campaign trail.
Green is a grift, and the Democrats are the grifters.
Maine is the Pine Tree State. It is arguably the largest carbon sponge on the East Coast. There is no logical reason for Maine to be this aggressive in spending money to battle climate change or support green energy. It’s physically impossible for Maine’s unscientific policies to impact global temperatures or emissions levels. However, there is a logistical reason for it, and that is to funnel money from working Mainers into the pockets of the powerful, including the wind and solar developers who usually don’t even live in Maine. Expanding and codifying this process into law is a slap in the face to every hard-working taxpayer. Maine taxpayers are already being drained by the people they elected to look after their financial interests. These kinds of parasitic relationships can only last so long until the host dies, and, in this case, the host is on life support. If the green grift isn’t halted soon, Maine’s flickering economy will be extinguished.
If Doudera’s no-bid contract scheme were to pass, it would be a drastic change to state government spending. We will see every government adjacent business and organization begin green washing their operations to get in on the laundered taxpayer money. The new no-bid green contract procurement system will be quite lucrative for them, even if they have to kick up a large percentage of their ill-gotten gains to Democrats on the campaign trail to keep the green grift going.

We had balanced budgets, a solid Rainy Day Fund, the hospitals and nursing homes were paid. What are we getting under Mills? Screwed is what we’re getting.
