At approximately 10:00 a.m., Rockland officers responded to a report of an assault involving pepper spray.

During the investigation, officers allegedly learned that a woman was out jogging when she ran past Nicholas Wallace, 37, who is homeless.

Wallace allegedly chased the woman and pepper-sprayed her.

Witnesses chased him away from the scene.

Police believe the alleged attack was totally random, and the woman had no prior relationship with Wallace.

He was arrested and charged with criminal threatening, terrorizing, disorderly conduct, assault, and criminal use of disabling chemicals.

As of Monday morning, he remained in custody at the Two Bridges Jail.

Though police did not name the victim, the Midcoast Villager reported that she was Rockland City Councilor Penny York.
