The Bangor Police Department was forced to release another alleged criminal after his disorderly conduct arrest because he was deemed too high to be admitted to jail, just one day after another man was released for the same reason.

At approximately 5:20 a.m., a Bangor officer responded to a Columbia Street parking garage for a report of a disorderly man refusing to leave.
The officer found Peter Bassett, 44, homeless, allegedly swearing and flailing around.
He was arrested and transported to the Penobscot County Jail, but he was released because jail staff deemed him too impaired to be admitted to the jail.
Bassett was transported to a local hospital and issued a criminal summons for disorderly conduct.
Bassett was released despite a previous arrest from earlier this month on charges of disorderly conduct, assault, and criminal threatening.
Bassett’s case mirrors the arrest of James Raynes, 42, homeless, just the day before. Raynes was arrested for allegedly violating a criminal trespass order but, when he was deemed too high to be admitted to jail, he was simply released with a summons.
The jail’s policy appears to function as a sort of get-out-of-jail-free card for suspects, who apparently cannot be booked if they are high enough during their alleged criminal activities.
Police officers are now left hoping that chronically drug-abusing transients show up for their court dates.
