The Bangor Police Department arrested a homeless man on Thursday morning before being forced to release him because he was too high on drugs.

At approximately 8:07 a.m., a Bangor officer allegedly observed a man under the influence of drugs in Davenport Park.
He was identified as James Raynes, 42, and homeless.
During the investigation, the officer learned that Raynes had previously been issued a criminal trespass order preventing him from being in the park.
He was arrested and transported to the Penobscot County Jail.
However, because of Raynes’ alleged significant impairment, jail staff could not admit him.
He was instead transported to a local hospital, where he was issued a summons for criminal trespass.
