Haitian Migrant Accused of Raping Child at Mass Hotel Being Used as Shelter

A Haitian migrant living in a hotel being used as an emergency shelter in Rockland, Massachusetts is being held without bail on a child rape charge after being accused of raping a 15-year-old girl.

Cory B. Alvarez, 26, of Haiti, was arrested Wednesday night after the 15-year-old girl, who also lived at the Comfort Inn in Rockland, told police Alvarez raped her, according to a police report.

Alvarez is being held without bail pending the outcome of a dangerousness hearing scheduled for Friday, March 22.

He pleaded not guilty to one count of Aggravated Rape of a Child at his arraignment Thursday.

U.S. Immigration and Customs Enforcement (ICE) has placed an immigration detainer on Alvarez, and the court ordered that Alvarez surrender his passport and have no contact with the alleged victim while in custody, the Plymouth County District Attorney’s Office stated.

According to the Plymouth DA Timothy Cruz, Rockland Police were dispatched at approximately 7:06 p.m. Wednesday to the Comfort Inn at 850 Hingham St. in Rockland, for a report of a sexual assault.

The Comfort Inn is currently part of a state and federal program to house migrant families, and Alvarez resided at that address, Cruz said.

Upon arrival, Rockland Police encountered the 15-year-old female alleged victim, who was transported to South Shore Hospital for treatment, the prosecutor said.

Cruz said the investigation is ongoing.

Rockland Town Administrator Douglas Lapp said in an October 2023 special meeting that the state had notified them a week before that the hotel would be housing migrants, and that the town “had absolutely no say in that decision,” according to Boston 25 News.

Mass. State Rep. David DeCoste (R), who represents Rockland, stated Thursday, “I am absolutely appalled by the incident that took place in Rockland today. Above all, my heartfelt sympathies extend to the young girl who has reportedly been subjected to abuse.”

“The Commonwealth has failed this young girl,” Rep. DeCoste said. “I have 100% confidence in Chief Zeoli and his team in the Rockland police department to conduct a thorough investigation into this horrible crime.”

Mass. GOP Chairwoman Amy Carnevale called the incident an “absolute nightmare scenario,” and called for the state to revisit and amend their “right-to-shelter” law.
