Waldoboro Man Charged with Over a Dozen Counts of Sexual Violence Against Child Under 12

A Waldoboro man out on bail for charges of domestic violence strangulation and gross sexual assault against a child was arrested last week on over a dozen counts related to crimes of sexual violence against a child under 12.

Rumford Police say they arrested 32-year-old Dylan J. Willey of Waldoboro on Thursday morning in Lewiston.

The arrest comes after Rumford Police were alerted to Willey’s arrest last month by the Lincoln County Sheriff’s Office on charges of felony domestic violence strangulation and gross sexual assault against a child under 12. Willey had been released on bail pending his trial.

During that investigation, it was discovered that Dylan Willey had resided in Rumford during 2022 and 2023.

Due to concerns that Willey may have sexually assaulted the same child victim while living in Rumford, Rumford Police launched an independent investigation into Willey.

Police say they found evidence indicating that Willey had repeatedly assaulted the same child while residing in Rumford between 2022 and 2023.

As a result, Willey is now facing an additional thirteen charges:

  • Five counts of Class A felony gross sexual assault for allegedly engaging in a sexual act with a child under the age of 12;
  • One count of Class A felony kidnapping for allegedly restraining a child with intent to subjecting the child to a sexual assault;
  • One count of Class A felony domestic violence aggravated assault of a household or family member and causing bodily injury under circumstances manifesting extreme indifference to the value of human life;
  • One count of Class B felony unlawful sexual contact with a child under the age of 12;
  • One count of Class B felony attempted gross sexual assault for allegedly attempting to engage in a sexual act with a child under the age of 12;
  • Two counts of Class D misdemeanor domestic violence assault for allegedly causing bodily injury or offensive physical contact with a family or household member;
  • One count of Class D misdemeanor domestic violence criminal threatening for allegedly placing a family or household member in fear of imminent bodily injury;
  • One count of Class D misdemeanor unlawful sexual touching of a child under the age of 14.

Police say Rumford Police investigators went to Waldoboro on Thursday to arrest Willey at his home, but learned that he was working in Lewiston.

Rumford Police worked with the Lewiston Police Department and successfully located Willey and took him into custody without incident.

He was taken to the Oxford County Jail pending arraignment.

Police say the child victim has been place with family and remains in the custody of the Department of Health and Human Services Child Protective Services.

If you “see or hear something, say something” is NOT WORKING to save these victims. What is this world coming to? They are coming for the children and NO ONE is standing up and fighting for these innocent vulnerable kiddos in an absolutely depraved society. These perverted individuals are hopelessly addicted and will always re-offend. Shame on all adults involved who looked the other way. There is no “recovery” for the victims of sex crimes, only a lifetime of managing SEXUAL TRAUMA. Hang the perps high.

I’m not familiar with the Oxford County DA. Hopefully, they are pro-active when it comes to sexual abuse against victims of sexual and domestic violence abuse. Lincoln Country’s DA is an absolute waste of perfectly good air. An offender still receives restorative justice, even after their 20th offense. There is no accountability. The way the system is now I foresee street justice coming to a front again. That is the only way these victims are going to get any sort of justice.
