As Gov. Janet Mills’ (D-Maine) administration has blown millions on no-bid contracts, and allegations of Medicaid fraud have touched upon sitting Democratic state representatives, the Maine GOP filed a records request for the number of fraud reports received and investigated by the Office of the State Auditor.

“After seeing reports of millions of dollars in overbilling in Maine’s welfare system and hundreds of millions of dollars in no-bid contracts, the taxpayers of Maine deserve to know what measures have been taken to protect them,” said Maine GOP Chairman Jim Deyermond.
“The people deserve to see the numbers and decide for themselves if anyone, anyone at all, is investigating these allegations and looking out for their interests,” he added.
The GOP submitted the request under Maine’s Freedom of Access Act (FOAA), which requires government entities to disclose records and communications upon request, with a few exceptions for items like personal information.
The request, directed towards State Auditor Matt Dunlap, asks for the total number of tips, complaints, or reports alleging fraud submitted to the Auditor’s office in 2025.
Dunlap is currently running as a Democrat for Rep. Jared Golden’s (D-Maine) House seat.
The FOAA also asks for the number of those tips or complaints that resulted in investigations and the number that actually resulted in criminal prosecutions.
In order to streamline the process and avoid unnecessary delays, the GOP specified that they are only requesting the raw numbers, not any details on those investigations or confidential information that could give the Auditor’s Office a cause to deny the FOAA.
The GOP submitted their request as the Gov. Mills administration has faced increased scrutiny over its millions in spending on a variety of no-bid contracts, including contracts to fund left-wing priorities like diversity, equity, and inclusion (DEI).

The request also comes in response to a growing controversy surrounding allegations of Medicaid fraud from the Gateway Community Services Somali-run non-profit. Somali-born Rep. Deqa Dhalac (D-South Portland) serves as the executive director of the non-profit’s board, and Rep. Yusuf Yusuf (D-Portland) also has ties to the organization.
A whistleblower claimed that the non-profit was intentionally billing Medicaid for services that never took place, essentially stealing the money and defrauding taxpayers.
Derymond claimed that, when the whistleblower contacted Dunplap’s office, he was more concerned with whether he had informed the federal government about the alleged fraud than about the fraud itself.
“From what we can see in news reports, the biggest concern from Maine Auditor Matt Dunlap’s office was not the fraud being reported, but whether the whistleblower had told the feds,” said Dereymond.
The FOAA could give Mainers a hint about how many reports of fraud are investigated by Dunlap and how many are simply ignored.
