Robert E. Milholland Jr., 49, of Scarborough, first came under investigation in July 2025, after he was linked to sexual abuse material on BitTorrent, a file sharing network.

After becoming suspicious of Milholland, Homeland Security Investigations (HSI) executed a search warrant at his residence and seized multiple devices.

Further investigation revealed that the devices contained thousands of images of child sexual abuse.

For the charge of possession of child sexual abuse material, Milholland faces up to 20 years in prison, $250 million in fines, and a poteential lifetime of supervised release.

The Lewiston Police Department assisted in the investigation.
