President Trump Signs $70 Billion Measure Funding ICE Through 2029

President Donald Trump has signed a $70 billion spending package into law that will fund Immigration and Customs Enforcement (ICE) through the end of his term in office.

This comes after House lawmakers narrowly approved the measure in a vote Wednesday by a vote of 214 to 212, according to NPR.

Signing this bill into law has brought an end to the 115-day stalemate over ICE and Border Patrol funding that has prevented the agency from being fully funded despite shutdown negotiations reaching a resolution with respect to the rest of the federal government.

Known as the Secure America Act, the legislation provides “the resources needed to keep our border secure, combat human trafficking, stop the flow of deadly drugs, dismantle criminal cartels, and enforce America’s immigration laws,” according to a White House statement.

On Friday, the Senate voted 52-47 in support of the funding without receiving any Democratic support.

Under the final legislation, $38 billion will go to ICE, $22 billion to Border Patrol operations, and roughly $5 billion for technology costs, among other things, as reported by NPR.

Earlier this year, lawmakers partially funded DHS but deliberately excluded ICE and CBP after they failed to garner enough support to advance, leaving the agencies without funding for months on end.

The new $70 billion spending package comes in addition to nearly $140 billion in immigration-enforcement funding approved by lawmakers last year.

While this previous round of money covered the cost of many ICE operations, there were still broad swaths of the agency that were left unfunded until now as negotiations continued.

The package that has now been signed into law does not include the reforms for which many Democrat lawmakers were holding out, such as requiring judicial warrants to enter homes and prohibiting officers from wearing masks.

Also left out of the bill were changes with broader support, including a mandate that ICE wear body cameras.

During the Oval Office signing ceremony Wednesday, President Trump said that the bill would “give the heroes of ICE and border patrol … the support and resources they need to defend our borders, protect our homeland and to keep America safe.”

Sen. Lisa Murkowski (R-AL) was the only Republican member of the Senate to vote in opposition to the package, expressing concern with the decision to fund ICE and Board Patrol for an extended period, saying in a statement that it “weakens the normal budgeting process and sets another precedent for avoiding it when we find ourselves in disagreement.”
