A Chinese man living in Brooklyn, New York, was sentenced to time served on Monday after pleading guilty last year to illegally operating a marijuana grow site in Passadumkeag.
U.S. District Judge John A. Woodcock sentenced Xisen Guo, 68, after he pleaded guilty last January to a charge of maintaining a drug-involved premises. He will face just one year of supervised release.
Guo was arrested by the Penobscot Sheriff’s Department in February 2024 while it, along with federal law enforcement, executed a search warrant at 549 Main Road.
During the warrant execution, law enforcement seized 40 pounds of processed marijuana, $4,710 in cash, and other evidence of marijuana cultivation.
Guo then admitted that he had rented the property to a marijuana grower and then took over the operation himself.
He acquired the property through an LLC and used and maintained it for illegal marijuana cultivation from July 2020 until his arrest in February 2024.
Guo, a naturalized U.S. citizen born in China, has ties to broader transnational Chinese criminal organizations and was linked to a possible kidnapping, though he was not charged in connection with that.

During the warrant execution, a Chinese immigrant found there informed Penobscot deputies that Guo had lured him and transported him from New York to Maine against his will and forced him to work at the illegal grow facility.
