AUGUSTA, Maine — Gov. Janet Mills (D) will deliver her final State of the State address Tuesday night, stepping into the House chamber for a prime-time speech as Maine is rocked by a high-profile federal immigration enforcement surge, and as her administration faces intensifying scrutiny over MaineCare spending, suspected provider fraud, and a new federal demand that Maine repay tens of millions tied to autism services.
Mills is scheduled to address a joint convention of the Legislature at 7 p.m. Tuesday, Jan. 27, 2026, after being invited by Senate President Mattie Daughtry and House Speaker Ryan Fecteau, according to the governor’s office.
Her office says the governor will use the speech to thank Mainers “for the honor and privilege of serving,” outline progress made under her administration, and address ongoing challenges such as high costs, while highlighting policies like the state’s commitment to cover 55% of education costs and provide full revenue sharing to municipalities.
ICE OPERATION DOMINATES THE WEEK AND THE MAINE WIRE RIDES ALONG
The address comes as ICE’s “Operation Catch of the Day” continues across Maine, a federal operation officials say is focused on locating roughly 1,400 targets in the state.
Over the weekend, Mills publicly escalated her opposition, saying she wants a meeting with President Donald Trump to demand ICE withdraw from Maine.
The Maine Wire embedded with ICE agents on Friday and later spoke with ICE Deputy Assistant Director Patricia Hyde about the operation. In a sit-down interview after the ride-along, Hyde defended the mission as focused on “national security threats” and “public safety threats,” and pushed back on claims that ICE is broadly targeting communities based on ethnicity or country of origin.
As of Friday, ICE agents told The Maine Wire they had made 140 arrests in connection with the operation.

While the governor’s office previewed an affordability-focused address, the timing also lands days after a federal audit found Maine made at least $45.6 million in improper Medicaid payments tied to certain autism-related services, and advised Maine to refund $28.7 million, the federal portion.
GATEWAY PROVIDER UNDER INVESTIGATION, HOUSE OVERSIGHT INTEREST GROWS
At the same time, the state’s crackdown on Gateway Community Services, a MaineCare provider whose billing has drawn audits, enforcement action, and fraud allegations, remains a live political issue in Augusta. Maine DHHS suspended MaineCare payments to Gateway and referred the matter for investigation.
STATE OF THE STATE OR SENATE STUMP SPEECH?
Mills’ office says Tuesday’s address will highlight progress and detail plans to make life more affordable. But with “Catch of the Day” unfolding in real time, a major federal audit demanding millions back, and Gateway still under investigation, the speech will be watched closely for what the governor answers directly, and what she sidesteps.
