The Cumberland Sheriff’s Department arrested a Portland man on Sunday after he allegedly escaped from a federal corrections halfway house and caused a head-on crash in Naples before fleeing on foot.

At approximately 7:16 p.m., deputies responded to Route 302 in Naples for reports of a head-on crash.
Witnesses allegedly reported that one of the drivers involved immediately fled the scene on foot.
The dispatcher continued to receive information from the witnesses, and deputies eventually located the driver in a yard on Saw Mill Lane.
He was identified as Joshua Morin, 40, of Portland.
Morin allegedly fled to the end of a nearby dock and refused to surrender, sparking a standoff that lasted over an hour.
One deputy on the scene was a crisis negotiator and eventually convinced Morin to surrender peacefully.
An investigation of the crash allegedly revealed that Morin was operating a 2011 Chevy Malibu at high speeds when he crossed the center of the road into oncoming traffic.
He allegedly struck a 2022 Subaru Forester head-on, totaling both vehicles.
The Subaru’s driver, Louis Caruso, 83, and passenger Lisa Caruso, 84, both of Cumberland, sustained serious but non-life-threatening injuries and were transported by Naples Rescue to a local hospital for treatment.
Another vehicle, a 2011 Honda CRV, was driving behind the Subaru at the time of the crash and struck its rear end immediately after the initial crash.
The Honda was totaled, and the driver, Miles Ferrant, 21, of Naples, was treated on the scene for minor injuries.
During the investigation, deputies learned that Morin was allegedly missing from a federal correction halfway house in Portland and notified U.S. Marshals.
Morin was transported to the Bridgton Hospital for minor injuries and was subsequently transported to the Cumberland County Jail, where he faces charges of operating under the influence of drugs and leaving the scene of a personal injury accident.
