Texas Attorney General Ken Paxton filed a landmark lawsuit against ActBlue on Monday, accusing the Democratic Partyโs preferred fundraising vehicle of lying about deceptive donation processes that allege fraudulent and foreign contributions.
Paxtonโs office targets ActBlue for misleading consumers regarding unlawful practices that undermine the integrity of United States elections.

The announcement came from his verified account on X, where he posted, โThe radical left has relied on ActBlue as a way to funnel foreign donations and dark money into their political campaigns to subvert our laws and compromise the integrity of our elections.โ

He hammered further, saying โActBlue lied to Congress and to the American people, and I will ensure justice is served. It has blatantly ignored state law that prohibits deceptive practices, and it must pay for its illegal conduct. Fair elections are the foundation of our democracy, and I will work to ensure no illegal campaign donation flies under the radar.โ
Since founded in 2004, ActBlue has processed over $16 billion dollars in donations, primarily financing left-wing campaigns throughout the government totem pole, outlined in statements by Attorney General Paxton.
The lawsuit follows investigations opened back in 2023, when Paxton first looked into ActBlue and its enabling of donor fraud, in violation of Texas law. The following year, his office sent a petition for rulemaking to the Federal Election Commission detailing concerns over โstraw political donationsโ occurring.

Further investigation and reporting shows ActBlue misrepresented its donor vetting policies, where safeguards are not consistently implemented, inducing substantial risk as foreign contributions may have been processed. Making matters worse, ActBlue appears to have processed gift cards and prepaid debit card donations, despite the companyโs opposite opinion.

The acceptance of gift cards and prepaid debit cards facilitates fraudulent donations due to lack of identification required. These rogue transactions can lead to entities using ActBlueโs platform while violating state and federal election laws, as highlighted in lawsuit documents.
The latest filing comes amid ongoing national scrutiny regarding campaign finance transparency against the backdrop of election security concerns. Attorney General Paxtonโs latest move illustrates the widespread concerns into accountability within the small-money political donation network.
