At approximately 1:57 a.m., the Fairfield Police Department responded to a residence on Main Street in Fairfield following a report of a missing four-year-old.
Police were unable to locate the child in the house and requested additional resources, including additional officers, K-9 units, and the fire department.
During the investigation, police developed information leading them to a residence in Waterville.
Investigators located the child at the Waterville home. The child was transported to a local hospital as a precaution.
Police also located Brandon Phair, 37, of Waterville, at the residence with the child.
He was arrested and transported to the Somerset County Jail.
He was charged with kidnapping and criminal restraint and is currently being held on $500,000 bail, with more charges expected as the investigation continues.
Police clarified that Phair was known to one of the residents at the home of the missing child but was not a relative of the victim.
The Waterville Police Department, Maine State Police, Maine Warden Service, and Somerset Sheriff’s Department all assisted in the investigation.

He’s got that smug look and a Muhammadan beard growth going. Wouldn’t surprise me if he converted and took up a proclivity for pedophilia
